Basically the big bumper was a restyling measure to make the Mk2 look more like the other late 1980's/ Early 90's car in appearance as big skirts and lots of plastic were the in thing at the time, as you can tell by other models about in those years such as the Ford Sierra RS Cosworth so apart from the fact the skirt section is molded onto the bumper, the bumper is actually exactly the same, I.E. cut the skirt off and it would look like an early one, thus all the fitting to the bumper and the car are exactly the same, its a cheap way for the manufacturer to update the look without to much in the way of tooling costs. Plus stick with the genuine bumper iron work if possible, as a lot of aftermarket bumpers that were around a few years back also new iron work, which was nowhere near as strong as the original, and at the end of the day if you have an accident its that strip of steel V section which is going to take most of the brunt of a front or rear end impact.
